PLA Political Commissar System: Organization and Functions

The primary mission of the PLA's political commissar system is to ensure "unity of thought" throughout the Chinese military. This statement assumes that the original source of the thought which must be unified is the Communist Party. As a result, a concomitant mission of the political commissar system is to ensure that the PLA understands party policy and that it implements that policy properly. This is often stated in terms of "the Party controlling the gun."44
